I found Frost Brand around level 3 once, but I don't think I've ever found anything on level 1 either.

me, i had a nice game once, finding a bone file of a guy who died due to the WoY, and had many artifacts, i also had a wand of wishing (full, of course). Unluckily, he died on the next level due to a rock trap...

i found quick silver in the first room once ( it was dnethack )
