But amnesia is ID'd when you read it - you just forget a bunch of other stuff.

But he DIDN'T read the scroll. He thought about Maud on his own, and suffered the same effect. Doing that wouldn't id the scroll, and the scroll identity happened to be one of the things Dudley forgot.
