In China all the movies,cartoons and video games has to remove or change some contents to be permitted (licenced) to release.
As a result the main theme of them are deliberately altered to please the "gavenmengte".
See CCTV-6,CCTV-8 and CCTV "Children's Channel" and you will know.
I'm afraid NetHack could be subject to this as well-it contains "outlawed subjects".

Path, there are programs that allow you to connect to a proxy in another country and play nethack normally if they limit you :P

No.The state controls net access at DNS level so public proxies (and VPNs) does not work.
I think if NH is available on consoles,they will replace it with a special boring,harmonized version.
