I don't get it, either. So far, my best guess is: in some sports, the ball may not hit the boundary line. In this case, the line hits back.

As with others, I don't get it, and TJR's guess, while plausible, just isn't funny. At least, not as a one-panel gag. I may change my vote once someone explains it...

From the comic, it cannot be safely assumed that the line is unarmed. Quint's suggestion, though it may not actually be an in-game message, would is much, much clearer.
