Still gotta get around to playing until I'm high enough level to survive an angry shopkeeper, and then gonna steal from a shopkeeper just to piss him off and call the Kops. So I can fight them.

You could get yourself killed by the shopkeeper and then fight the Kops in the bones file. That worked for me.

I think it's that he's confidently predicting that he'll ascend when he's about to die. Though the black light seems like the least of his problems.
